CIVIC Build designs, builds and runs digital services for government. We work with ministries, agencies and local authorities to replace paper, queues and fragile legacy systems with services that are secure, accessible and built to last.
Our position
Government technology is public infrastructure. It should be held to the same standard as roads, water and power: dependable, accountable and available to everyone.
Capabilities
We take responsibility for the whole service, not just the software. Our multidisciplinary teams combine service design, engineering, data and operations, and we stay accountable after launch.
Citizen- and business-facing services for applications, licensing, permits, registrations and benefits.
Secure data exchange between ministries, so citizens provide information once and agencies act on a single record.
Shared building blocks that every service can reuse: verified digital identity, consent and government collections.
Back-office platforms that give officials a clear, auditable view of every case, decision and deadline.
Planned, low-risk migration away from ageing systems, with continuity of service throughout.
We operate what we build, and we build capability inside the institution so that it can own the service long term.
Sectors
We focus on the services that carry the most weight in people's lives, where reliability and fairness matter most.
Patient records, facility registries, supply chain and public health reporting.
Registration, filing, assessment and collection for national and local revenue.
Beneficiary registries, targeting, enrolment and transparent disbursement.
Court case management, e-filing and records for justice institutions.
Learner records, examinations, school management and certificate verification.
Land titling, civil registration and vital statistics, business registries.
Permits, property rates, service requests and community engagement.
Farmer registries, input subsidy programmes and extension services.
Inclusion by design
Many citizens do not have a smartphone, reliable data or a fixed address. We design every service to work across the channels people already use, and we test with real users, including people with disabilities and people in rural areas, before anything goes live.

Approach
We follow an established public-sector delivery model. Each phase ends with a clear decision point, so public money is committed in stages and only when the evidence supports it.
We research the problem with citizens, frontline staff and policy owners, map the existing systems, and identify constraints in law, budget and infrastructure.
OutputFindings report, service blueprint, go / no-go recommendation
We test competing approaches with prototypes and real users, and prove the riskiest technical assumptions before committing to a build.
OutputTested prototype, architecture, costed delivery plan
We build the production service, run a controlled public pilot, pass security and accessibility assessment, and scale gradually.
OutputLive pilot, security assessment, performance baseline
We run the service against agreed service levels, improve it continuously, and transfer capability to the institution's own team.
OutputPublished performance data, SLA reporting, handover plan
Standards and assurance
Public institutions answer to citizens, auditors and parliament. Our work is designed to make that accountability straightforward.
Threat modelling from day one, independent penetration testing before launch, encryption in transit and at rest, and controls aligned to ISO/IEC 27001.
Privacy impact assessments, data minimisation and consent records that meet national data protection law and the client's own policies.
WCAG 2.2 AA as a minimum, tested with assistive technologies and with disabled users. Every service ships with a published accessibility statement.
We build on open standards and publish code openly where policy allows, so the public pays for software once and can reuse it.
Every action by a user or an official is logged and attributable, giving auditors and oversight bodies the evidence they need.
Complete documentation, portable data formats and a costed exit plan in every contract. The institution can change supplier at any time.
Programme areas
We take on a limited number of programmes at a time so each one gets a senior team. Detailed references are available to procurement teams on request.
Replacing in-person registration with an online and USSD service, linked to the national ID and business registries.
Consolidating programme lists into one verified registry, with traceable payments to mobile wallets and bank accounts.
An end-to-end permits service with officer case management, inspection scheduling and online payment of rates.
Working with us
We work within public procurement rules and can support the institution with market engagement and specification, without compromising a fair competition.
A short, fixed-price engagement to understand the problem and produce an evidence-based business case before any major commitment.
We respond to open and restricted tenders, and provide full compliance documentation, references and financial statements.
We deliver within donor-funded programmes and follow the partner's procurement, safeguarding and reporting requirements.
